The National Time Service Center of the Chinese Academy of Sciences (referred to as the National Time Service Center), established in 1966, is the only scientific research institution in China specializing in comprehensive research on time and frequency fundamentals and applied research. It is responsible for the generation, maintenance, and dissemination of the national standard time (Beijing time), and ranks among the top three in the world in terms of the performance of the national standard time and its contribution to the production of international standard time.
The National Time Service Center mainly conducts research on quantum frequency standards, timekeeping, time and frequency transmission, time and frequency measurement, timing terminals, astronomical time measurement, satellite navigation, and other areas. It is currently undertaking major tasks such as the high-precision ground-based timing system of national major science and technology infrastructure, the construction of the national time and frequency system, the time and frequency system of space stations, and major special projects for satellite navigation. It is also in the process of establishing the "Time Reference and Applications" national key laboratory. It operates one of China's earliest major science and technology infrastructures, the long and short wave time service system, and has built the country's only integrated satellite navigation timing test platform, making significant contributions to the construction and development of China's national time and frequency system and satellite navigation system. It currently has three working campuses: Xi'an Aerospace Industry Base, Lintong District, and Xi'an Science Park (under construction), providing an excellent career development platform and working environment for outstanding talents.
According to the discipline layout and the needs of scientific research tasks, we sincerely invite outstanding talents both domestically and internationally who are engaged in research on time and frequency science and the fusion of time navigation to join the National Time Service Center and contribute to the construction of a scientific and technological power.
Aerospace Base
1. Research directions and professional fields of recruitment positions
(1) Research directions include but are not limited to: new theories and technologies of atomic clocks, theoretical and technical problems related to the redefinition of the "second," new methods of astronomical time measurement, redefinition of standard time, underwater timing and intercontinental comparison of optical clocks, quantum time synchronization, and new positioning methods based on precise time measurement.
(2) Professional fields include but are not limited to: astrodynamics, physics, information science and technology, instrumentation science and technology, and electronic science and technology.
2. Supporting benefits after selection
(1) Appointment: Researcher positions with permanent positions and doctoral supervisors.
(2) Compensation: Compensation level aligned with talents in the same field, negotiable on a case-by-case basis.
(3) Settlement support: Provided with no less than RMB 1 million for settlement, and priority is given to providing transit apartments for talents.
(4) Research funding: Provided with RMB 1-3 million in research funding, based on individual needs and negotiations.
(5) Team building: Research teams can be established according to research directions, and preferential support is given to graduate enrollment targets.
(6) Family support: Assistance in solving spouse employment and children's enrollment.
(7) Talent services: Provides first-class services, with professional teams assisting in the application for national, local, and Chinese Academy of Sciences talent and research projects; actively seeking tax incentives for high-end scarce talents; assisting foreign nationals in processing work permits, entry visas, etc.
(8) Others: For candidates who enter the evaluation process but are ultimately not selected, priority will be given to recommending them for inclusion in the talent introduction project of the Chinese Academy of Sciences.
3. Project positioning
The Excellent Youth Science Foundation Project (Overseas) aims to attract and encourage outstanding young scholars (including non-Chinese foreign talents) who have achieved good performance in natural sciences, engineering technology, and other fields to return to China and work independently in their chosen research direction, promoting the rapid growth of young scientific and technological talents, cultivating a group of outstanding academic backbones who are expected to enter the forefront of world science and technology, and contributing to the construction of a scientific and technological power.

4. Application requirements
(1) Compliance with the laws and regulations of the People's Republic of China, good scientific ethics, and conscious practice of the spirit of scientists in the new era;
(2) Born on or after January 1, 1984;
(3) Hold a doctoral degree;
(4) Research direction mainly in the natural sciences, engineering technology, etc;
(5) From the time of obtaining a doctoral degree until April 15, 2024, generally having obtained a formal teaching or research position in overseas universities, scientific research institutions, or corporate research and development institutions, with a continuous work experience of more than 36 months; for those who have obtained a doctoral degree overseas and have particularly outstanding achievements, the work experience requirement may be appropriately relaxed;
(6) Have research or technical achievements recognized by peers and have the potential to become academic leaders or outstanding talents in the field;
7) The applicant has not worked full-time in China (or come to China) or has returned to China (or come to China) for work after January 1, 2023. After receiving the funding notice, the applicant must resign from overseas work or have no work overseas and work full-time in China (or come to China) for no less than 3 years.
